First, determine where the clogs exist and their cause. Twigs and dry leaves will require a different method of cleaning than dirt and the decomposed matter will.

Leaf Blower Method

If you are dealing with dry twigs and leaves, a leaf blower can do the trick. If you have a nozzle attachment for your leaf blower, use it to direct a small stream of air into the gutter system. Place the ladder in position to work from one end of the gutter towards the downspout. (Don’t blow debris into the downspout!) You can also purchase an attachment to allow you to use the leaf blower without standing on a ladder.
